    how do they work?

     

    both giving and receiving - do they have to be made out to the person you are paying ?

    Works like a cheque, so has to be made out to the person its going to (post office do this as its printed on), and paid in to your account just as a cheque would be.
    Only difference is I think the PO charge for the service, but I could be wrong on that front.

    No, the buyer pays the extra on top of the amount the postal order is for. The reciepient gets the full amount.

    Yes, unless its going to a business.
